Open Records Requests

​​​Open Records Requests submitted to the Executive Branch Ethics Commission must be submitted on the 2021
EBEC Open Records Request Form. Records can be submitted to the Official Records Custodian as follows:

Preferred Response Format

All Open Records Requests for copies of public records will be provided in electronic format unless hard copies are specifically requested by the requestor. When responsive records are to be transmitted electronically to the Requestor, there is no charge to the Requestor. Please see the Executive Branch Ethics Commission, Open Records Policy, Effective January 18, 2023 for information regarding additional charges for voluminous requests and hard copies delivered to Requestor.

Public Access To Records

Access to public records is by appointment ONLY arranged with the Commission staff between the hours of 8:00 am ​and 4:30 pm, Monday through Friday (excluding state holidays).

Records Available For Inspection

The Commission maintains five years of the following open records in office (older records are maintained in the State Records Center - Department for Libraries and Archives and will take additional time to gather):

  • Lobbyist Filing Forms:
    • Initial Registration Statements
    • Updated Registration Statements, Executive Agency Lobbyist
    • Updated Registration Statements, Employer of Executive Agency Lobbyist
    • Updated Registration Statements, Real Party in Interest
    • Combined Updated Registration Statements​
    • Termination Statements
  • Administrative Proceedings Files
  • Advisory​ Opinions and​ Letters (All Years in Office)
  • Commission Meeting Agendas (All Years in Office)

​Exempted Records

Pursuant to KRS 11A.0​80 and KRS 61.878(1)(k) and (l), records relating to preliminary investigations, confidential reprimands, and terminations of investigations are not subject to public inspection. See 97-ORD-70, 02-ORD-44, and 07-ORD-201.​
